Before you roll overWhat a retirement account costs, and what it forbids

Will I get better investment choices in an IRA than in my 401(k)?

Summary

You will usually get more choices in an IRA, but not automatically better ones. FINRA says an IRA often lets you pick from a broader range of investments than a plan does, but it also points out that someone happy with a plan's low-cost institutional funds may not gain much from the wider menu. Those institutional funds are sometimes available only to plan participants and can't be carried into an IRA, so they have to be sold before the rollover.

What the plan menu is, and what you're told about it

A 401(k) offers a set of designated investment alternatives chosen by the plan. Some plans add a brokerage window, a self-directed account that lets you buy outside the list. The Department of Labor doesn't count a brokerage window as a designated alternative, and fees for using one are charged to the participant as individual expenses.

For the designated funds, the plan has to hand you a comparison chart before you first choose investments and at least once every 14 months after that. It shows, fund by fund:

If you want to know what you'd be giving up by leaving, that chart is the most complete record you have. Its dollars-per-$1,000 column lines up directly with an IRA fund's expense ratio: a fund charging 0.50% a year costs $5 a year per $1,000 invested ($1,000 x 0.005). The IRA side is harder to pin down in advance, because what's on offer depends on the provider you pick.

Services differ on both sides

FINRA's list for plans runs to investment advice, planning tools, telephone help lines, educational materials, and workshops. For IRA providers it names full brokerage service, investment advice, distribution planning, and online trading. When a financial firm recommends a rollover under the DOL's PTE 2020-02 exemption, it is expected to weigh these differences in services and investments between the plan and the IRA, and to look at the plan's other options instead of judging only by what you happen to hold now. What happens to your holdings between the sale in the plan and the purchase in the IRA is covered in the guide to investments during a rollover.
