How do you tell whether a business loan rate quote is high?

Summary

Measure the quote against the SBA 7(a) ceiling for a loan of that size, then establish whether the number is an interest rate or an APR. With the prime rate at 7.00%, a variable-rate 7(a) loan above $350,000 cannot exceed 10.0%, and one of $50,000 or less cannot exceed 13.5%, so a 7(a) quote above the line for its size is high by definition. A quote from outside the SBA programs has no cap to measure against, which shifts the question to what the number leaves out: origination and other fees sit on top of the interest rate, and some products quote no annual rate at all.

What the SBA ceiling looks like in dollars

7(a) rates are negotiated between borrower and lender but capped by the SBA at a base rate plus a spread that shrinks as the loan grows. The base is either the prime rate or an optional peg rate. The Federal Reserve describes prime as the rate posted by a majority of the top 25 U.S. commercial banks, and as one of several base rates banks use to price short-term business loans. With prime at 7.00%, the caps work out as follows:

Loan amount Variable-rate ceiling
$40,000 13.5%
$200,000 13.0%
$300,000 11.5%
$1,000,000 10.0%

A 12% variable quote on a $300,000 7(a) loan is above the cap, full stop. A 12% quote on a $40,000 7(a) loan is inside it, which is the other half of the test: a small SBA loan at a higher rate than a large one is priced as the rules allow, not marked up. Fixed-rate maximums are published separately by the SBA. Where the tiers break and why the $350,000 line matters is covered on the 7(a) rate caps page. SBA Microloans, a separate program, generally run between 8% and 13%.

Interest rate or APR?

The CFPB's plain-language definitions are written for consumer loans, but they carry over. The interest rate is what you pay the lender to borrow the money. The APR is that rate plus the lender's additional fees, such as origination charges. Both are shown as percentages, so a quote can look cheaper just because it shows the smaller one, and two quotes can only be compared once both are the same kind of number.

New York goes further for commercial deals. A provider covered by the state's Commercial Finance Disclosure Law must disclose the APR when it extends a specific offer. The state disclosure checker shows where similar rules apply.

Quotes that are not rates at all

A merchant cash advance and similar sales-based deals state the lump sum and the total payback, not an annual rate. Until you assume a payoff period and convert, there is nothing to put next to a loan's rate, and the same payback figure is cheap over two years and expensive over six months. The factor-rate page walks through that arithmetic.

What borrowers found afterward

In the Federal Reserve Banks' 2025 Small Business Credit Survey, 60% of online-lender borrowers said their actual borrowing cost was higher than expected, against 37% at small banks and 32% at large banks. Only 4% of online borrowers found it lower. The most common complaints about online lenders were high interest rates and unfavorable repayment terms. The gap between the quoted number and the cost that showed up later is where the fee and APR questions above earn their place.
